406 – Department of Motor Vehicle Forms

Policy

Only specifically-designated deputies in the Harris County Sheriff’s Office (HCSO) Vehicular Crimes Division and the Auto Theft Unit may sign Department of Motor Vehicles forms that require a peace officer’s signature prior to its execution. Execution of these forms shall occur during the deputy’s assigned duty hours. No other sworn personnel shall sign any of these forms.

The following forms are affected by this order

  1. Application for authority to dispose of a motor vehicle to a demolisher (Form VTR 71-2X).
  2. Application for assigned or an auction sales receipt for an abandoned motor vehicle sold by a Sheriff’s Office or Police Department at public auction (Form VTR 71-1) reassigned numbers (Form VTR 68-A). This form will be executed by Auto Theft Unit investigators only.

By statute, salvage title inspections are conducted strictly by the Texas Department of Public Safety. HCSO personnel shall not sign any salvage title applications.
